Biography Alderman of Oxford who served on the City Council for a total of 50 years, he owned many grocery shops in the city and also was a property developer. Listed in the 1901 census as Francis Twining aged 53, born in Oxford and living in Wolvercote, described as Wholesale Grocer. According to various editions of the Jackson's Oxford Journal he lived / worked in St Ebbe's Street. According to the same journal of 30.10.1880 he was a grocer. By 1887 he had obviously come up in the world and was living in Llantrissant House, Kingston Road, Oxford according to the same journal 15.1.1887, he moved again by 25.10.1890 when he lived in Summertown House, and was a Liberal councillor according to the same source. By this time he was described as a wholesale grocer. Two years later on 22.10.1892 in the same journal his shop address is given as Cornmarket Street. By 1894 he had [another?] premises in North Parade Avenue [same source 22.9.1894] By 1899 he was a man of substance buying an inn for £8,000 [same source 25.3.1899] [Alison Petch [as part of 'The Other Within' project 2006-9] 01/03/2007]
